Definition

Someone who thinks they're sexually aroused but lacks either the means or the motivation to actually act on it—basically all desire and zero follow-through. It's sexual intent without the commitment.

Example Usage

He keeps talking about wanting to go out, but I think he's just theoretically horny because he never actually does anything about it.
