Definition

Someone who chronically leaves bottles, soap, rags, and other shower debris piled at the bottom of the tub, creating an actual dam that blocks water drainage. Named for their industrious but catastrophic construction habits.

My roommate is such a shower beaver—there's a literal wall of bottles preventing any water from draining.
